What a breeding of dogs or cats? According to the rural code, it is the activity consisting in holding reproductive females and giving place to the sale of at least two ranges of animals per annum.
RURAL CODE L214-6 article (Transferred by Ordinance nº 2000-914 from 18 September 2000 Article 11 I, II Official Journal of September 21, 2000) I. - One understands by pet any animal prisoner or intended to be held by the man for its pleasure. II. - One understands by refuge an establishment with nonlucrative goal managed by a foundation or an association of protection of the animals indicated for this purpose by the prefect, accommodating and deal with the animals either coming from a dog pound at the end of the times of guard fixed at the articles L 211-24 and L 211-25, or given by their owner. III. - One understands by breeding of dogs or cats the activity consisting in holding reproductive females and giving place to the sale of at least two ranges of animals per annum. IV. - the management of a dog pound or a refuge, the breeding, the exercise on a purely commercial basis of the presentation and raising, education, guard or transit, sales volumes to the public of dogs and cats: 1º Are subject to a declaration to the prefect; 2º is subordinated to the installation and the use of installations in conformity with the medical rules and animal protection for these animals; 3º can be exerted at least a person, in direct contact with the animals, has an attesting certificate of competence of its knowledge relating to the biological, physiological, behavioral needs and with the maintenance of the pets. This certificate is issued by the administrative authority, which rule within sight of knowledge or of the formation, and in particular of the diplomas or the professional experience of at least three years of the applicants. The same provisions apply for the exercise on a purely commercial basis of the presentation and sales volumes to the public of the other pets of domestic species. The establishments where the grooming of the dogs and the cats is exerted are subjected to the provisions appearing in the 1º and 2º above. - the people who, without carrying on the activities mentioned to III, hold more than nine separated dogs must set up and use installations in conformity with the medical rules and of animal protection for these animals. VI. - Only associations of protection of the animals recognized of public utility or the foundations having for object the protection of the animals can manage establishments in which the veterinary acts are exempted free with the animals of the people deprived of sufficient resources. The management of these establishments is subordinated to a declaration near the prefect of the department where they are installed. The sanitary arrangements and the corresponding methods of assessment are laid down by decree as a Council of State. |
